Passive Abilities

Passive Abilities are the default form of Ability, and typically either offset a penalty or provide some form of bonus under particular circumstances. As the name suggests, no action is required to activate a Passive Ability - instead the effects listed in the Ability's description always apply once it has been purchased by a given character.
