You have a broad understanding of the function and theory of magic, although this does not necessarily imply any actual casting ability, you are familiar with the basic concepts of magic such as spell maintenance, counterspells and channelling and can recognise common spells. As a result you no longer receive the -3 penalty to General Knowledge suffered by those without this basic understanding when making skill checks to recognise spells or understand general magical principles.
