Some Spells, Abilities or other effects may call for a character to 'burn' Willpower in order to activate them. Points of Willpower that are 'burnt' are only temporarily lost, and will recover in due time through Willpower Regeneration, but in the meantime the character's Willpower stat is reduced by the amount used - thus hampering Willpower-based Skill Checks, Trauma Checks and anything else that is dependant on this stat.
