DSv3 character generation is points-based. The number of starting points given to each character is decided by the GM, and should be the same for all characters generated at that time (although characters that enter the campaign later might be given more, in order to let them catch up with existing characters).

Points pay for all of a characters features - Stats, Skills, Abilities, Racial Packages and Advantages, while Disadvantages provide the character with extra points to spend.
