The Royal Council is the ruling body of [[Mantoni]] and draws one member from each of the [[Royal Orders]], with the [[King of Mantoni|King]] always representing the [[Royal Order of the Crown]] and serving as chairman. Representatives sent to the council are chosen internally by each order, though all candidates must be of [[Sorcerer Adventurer]] or [[Knight Captain|equivalent]] rank.

The council is the ultimate authority in Mantoni, with power to decide which territories are controlled by which orders, the ability to create and dissolve [[Noble Orders]] and [[Common Orders]], control over most laws and full authority over foreign policy. Individual orders do retain a great deal of control over the territories that they administer however and are able to make some alterations to local laws, so long as they do not contradict the broad legal policy of the nation.

In order to ensure the Royal Council remains in step with the country at large, it must consult with the [[Council of Nobles]] over certain issues. On domestic topics such as territorial and legal matters the Council of Nobles can veto the Royal Council's decision - forcing the King to decide the case if the deadlock cannot otherwise be broken and on matters of foreign policy it may force the Royal Council to reconsider - delaying the action for at least one month. These veto powers are absolutely a last resort however and are very rarely invoked, instead simply the possibility of an embarrassing veto is generally enough to ensure that the Royal Council at least considers the opinions of the [[Noble Orders]] before acting.

The Chamber of the Royal Council is lit by the magical [[Dusk Light]], which serves as a reminder of fallen [[Danton]]. The council is served directly by the [[Knights of the Golden Flame]], who take their name from the Dusk Light and act as the council's investigators and troubleshooters.
