The spell is anchored to an arbitrary fixed point (relative to the nearest significant gravity well if you want to get technical – make your own choices about what you want to count as 'significant' but typically we're talking planets, moons, objects that project their own artificial gravity, etc.).

Generally Static spells can be placed anywhere the caster wishes within a certain maximum Creation Range, but it's important to note that they don't move with objects when cast on them – so if you cast a static spell on the deck of a moving ship for example, the spell will end up floating in the air on its own as the ship sails away from it.

As with a Projectile spell, the accuracy of a Static spell is determined by its Casting Total. However since the spell simply appears in place rather than shooting out towards its intended destination, it is simply assumed to hit if its target is static. When defending against a Static spell an Athletic Dodge is the most common defence, since most Static spells affect an area. In this case the normal rules for avoiding an area-effect attack apply.
