Shemen-Tor

One of the oldest Kamarain cities, Shemen-Tor is a dark and brooding city in the centre of Berellion. Like all the Berellionite city-states, Shemen-Tor is ruled over by a local noble - in this case Duchess Maria Ashara.

Like most ancient Kamarain settlements, Shemen-Tor is built on a hill and is heavily fortified. The city is divided into four distinct quarters set around, on and even under the steep hillside.

The exclusive First and Second Quarters are reserved for the nobility and the merchant class, respectively, with more ordinary townsfolk dwelling in the Third Quarter that sprawls around the base of the hill.

The Fourth Quarter, never mentioned in polite company and generally ignored by the bulk of the city's population, is made up of the ancient catacombs that lie within the hill itself. Here the very poor, socially untouchable and criminal elements of the city's population dwell, occasionally subject to brutal raids by the city's guards.

The people of Shemen-Tor tend to be very traditionalist and are suspicious of outsiders - whether those from other parts of Berellion or the wider world in general. Despite this the city grudgingly acknowledges Berellion's alliance with Mantoni against Karantas and a small contingent of the Mantonian Royal Order of the Unicorn operates out of the city.
