Ghosts of Jhas Kantrath

A secret order dedicated to the restoration of the Shanta-Katran Federation in general, and its capital of Jhas Kantrath in particular. The Ghosts are extremely selective about who they recruit and do their best to remain extremely discreet - preferring to manipulate events from behind the scenes rather than seeking out confrontations.

Since they believe that many remnants of the Federation (such as the city of Kai-Delvha) have become corrupt and lost their way, the order is often active in attempting to disrupt the current balance of power and encouraging the rise of elements that they consider more in keeping with the spirit of the Federation. As a result the Ghosts are outlawed in many of the central cities of the Isiri'thantor Branch.
